Meta, formerly known as Facebook, is intensifying its efforts to combat the misuse of artificial intelligence (AI) during elections, aiming to prevent the dissemination of misinformation and deceptive content that could influence electoral outcomes. The upcoming EU Parliament elections, scheduled from June 6 to 9, will serve as a crucial test for Meta’s election integrity measures.
Learning from Past Elections
Drawing from insights gained from over 200 elections worldwide since 2016, Meta’s head of EU affairs, Marco Pancini, emphasized the company’s commitment to addressing three primary areas of concern: misinformation, influence operations, and abuse of generative AI technology.
Combatting Misinformation and Influence Operations
Meta has forged partnerships with 26 fact-checking organizations and regularly publishes threat findings through quarterly reports. This collaborative effort aims to curb the spread of false information and deceptive campaigns that seek to manipulate public opinion.
Tackling Generative AI Challenges
Generative AI, which can rapidly produce content for political campaigns, poses a new frontier in combating disinformation. Meta has joined initiatives such as the Partnership on AI and signed agreements like the Tech Accord to set guidelines and prevent deceptive AI content during the 2024 elections.
Enhanced Monitoring and Labeling of AI Content
To address the risks associated with AI-generated content, Meta has implemented measures to monitor such material closely. Independent fact-checking partners review AI content, and any identified fake or manipulated content faces reduced visibility on user feeds. The platform will introduce tools to label AI-generated content and allow users to disclose the use of AI in videos or audio clips.
Transparency and Accountability for Advertisers
Meta is enforcing transparency and accountability measures for advertisers. Ad content created using AI must be disclosed, and a “paid for by” disclaimer is mandatory. Failure to comply may result in consequences, including the removal of non-compliant ads. Advertisers must undergo a verification process to ensure authenticity and adherence to EU regulations.
Strengthened Oversight and Reporting
Meta’s Ad Library provides users with insights into active ads, targeted demographics, and expenditure. Advertisers must adhere to strict guidelines, and Meta actively monitors and removes ads that violate disclosure requirements. The platform’s commitment to transparency and responsible advertising aims to foster trust and integrity in electoral processes.
